John Brouder, Partner e-mail link

John Brouder has a wide variety of employee benefits experience. He served a two-year term as President of the New England Employee Benefits Council (NEEBC). He is an active participant in industry affairs. He is a member of the Delta Dental Plan of Massachusetts Corporation and serves on the Harvard Pilgrim Health Care Broker Advisory Committee. In recent years, Mr. Brouder has presented at conferences sponsored by the International Foundation of Employee Benefit Plans (IFEBP), the Self-Insurance Association of America (SIAA) and the National Association of Dental Plans (NADP). Mr. Brouder has written for, and been quoted in, numerous publications.

Mr. Brouder worked for Touche Ross and Company as a management consultant and later served for eight years as the Fund Administrator for the Massachusetts Public Employees Fund. Mr. Brouder has also served as the Senior Vice President at First New England Dental Centers, a dental practice management company, and as the Assistant Dean for Clinical Affairs at the Harvard School of Dental Medicine.

Mr. Brouder has worked extensively with public sector clients. He served as a member of the Committee on Retirement and Benefit Administration of the national Government Finance Officers Association (GFOA) and is a frequent speaker at GFOA programs. Mr. Brouder spent five years as the Staff Director of the Joint Taxation Committee of the Massachusetts Legislature.

Highlights of Mr. Brouder's career include:

  • Managing innovative, jointly-trusted employee benefit programs for 35,000 unionized public employees.
  • Designing and implementing a voluntary long-term disability program for 70,000 public employees.
  • Developing new patient intake, quality assurance, and care delivery systems for a multi-specialty faculty group dental practice.
  • Creating dental professional compensation and benefits programs; worked with external consultants and employee committee to design and implement health insurance and retirement programs for 400 employee Dental Practice Management (DPM) Company.
  • Designing, implementing and coordinating consumer satisfaction, disenrollment and dental outcomes research projects.

Mr. Brouder has earned both a B.A. and M.A. in Political Science from Tufts University, and a Master of Public Administration from the Kennedy School of Government at Harvard University.
